God makes your experience with Him and His voice personal to you. He wants you to focus on your relationship with Him and not the method by which He speaks.
For example, if God chose to always communicate His will by having you roll a pair of dice, then every time you faced a confusing situation you would immediately turn to the dice rather than to Him.
